이 건축은 기능의 층위(Layering)를 중심 개념으로 삼아, 도시와 건축, 사용자의 관계를 유기적으로 조직한다. 외곽 도로에서부터 진입 공원, 시민광장, 시청사, 그리고 주차장에 이르는 순차적인 공간 구성은 단순한 기능 배치를 넘어, 공공성의 깊이를 단계적으로 경험하게 하는 입체적 공간 구조를 형성한다. 각 레이어는 고유한 역할을 수행하면서도 상호 유기적으로 연결되어 있으며, 특히 시민광장을 중심으로 다양한 기능이 중첩되며 일상과 행정, 문화와 정치가 공존하는 도시적 지형을 형성한다. 이러한 층위적 접근은 지형의 흐름을 따르고, 시민의 접근성과 이동 흐름을 존중함으로써, 건축이 하나의 다층적 공공 풍경(Civic Landscape)으로 작동하도록 한다.

This architecture takes the layering of functions as its central concept, organically organizing the relationship between the city, the architecture, and the users. The sequential spatial composition, extending from the outer roads to the entrance park, civic plaza, city hall, and parking lot, goes beyond simple functional arrangement to form a three-dimensional spatial structure that allows for a stepwise experience of the depth of publicness. Each layer performs its unique role while remaining organically interconnected; in particular, various functions overlap around the civic plaza, forming an urban topography where daily life and administration, and culture and politics coexist. This layered approach follows the flow of the terrain and respects the accessibility and movement flows of citizens, allowing the architecture to function as a multi-layered civic landscape.
